The primary responsibility of the Prime Minister is to foster and maintain the unity within the Ministry, which is essential for upholding the confidence of the House of Commons. The Prime Minister supervises government operations to ensure that the individual duties of Ministers are carried out in a way that aligns with the collective interests of the Ministry. Therefore, the leadership that the Prime Minister offers is crucial for the stability and coherence of the government.

The roles and responsibilities of the Prime Minister in promoting unity among Ministers have developed alongside the broader evolution of Canada's Cabinet system. The Prime Minister is referenced in only a limited number of statutes and lacks specific statutory powers, duties, and functions that are comparable to those held by Ministers in their respective portfolios. Fundamentally, the Prime Minister's position is based on the exercise of authority in three interconnected areas:

1. Recommending appointments for key positions.
2. Organizing the Cabinet, including the composition of portfolios and their mandates.
3. Providing leadership and guidance to the Government.
