Türkmenistanyň döwlet we ýerine ýetiriji häkimiýetiniň başynda Türkmenistanyň Prezidenti durýar. Ol Türkmenistanyň Ministrler Kabinetiniň (Hökümetiniň) ýolbaşçysydyr.

Türkmenistanyň Prezidenti döwlet garaşsyzlygynyň we bitaraplyk derejesiniň, ýurduň territorial  bütinliginiň, Konstitusiýanyň berjaý edilmeginiň we halkara borçnamalaryň ýerine ýetirilmeginiň kepili bolup durýar.  Prezident Türkmenistanyň Ýaragly Güýçleriniň Baş Serkerdebaşysydyr.

 

Türkmenistanyň Prezidentiň ygtyýarlyklary:

Ýurduň Baş Serkerdebaşysy: Türkmenistanyň Ýaragly Güýçleriniň Baş Serkerdebaşysy bolup, ýurduň goranyş we howpsuzlyk syýasatyny ýöredýär.
Kanun çykaryjylyk: Türkmenistanyň Mejlisiniň (parlamentiň) işiniň ýolbaşçysy bolup, kanunlaryň kabul edilmeginde esasy rol oýnaýar.
Ýerine ýetiriji häkimiýet: Ministrler Kabinetiniň işiniň ýolbaşçysy bolup, ýurduň içerki we daşarky syýasatynyň ýerine ýetirilmegini üpjün edýär.
Sud häkimiýetiniň garaşsyzlygyny kepillendirmek:  Türkmenistanyň kazyýet sistemasynyň garaşsyzlygyny kepillendirýär.
