The European Council — the highest-level political body of the European Union (EU). It’s where the leaders of the EU member states meet to set the EU’s overall political direction and priorities.

 

What it does:
Sets the EU’s general political direction and priorities, but does not pass laws.
Deals with complex or sensitive issuesthat require input from national leaders.
Provides strategic guidanceon economic, social, and foreign policy matters.

 

Key points:
Not the same as the European Commission. The Council sets the direction, while the Commission proposes and implements laws.
Decisions usually by consensus, but some sensitive issues require unanimity.
Meets at least four times a yearin Brussels, Belgium.
